China and the United States have both ratified the Paris climate agreement. In Hangzhou, on the eve of the G20, China greeted arriving American President Obama with the announcement. Together, the two nations account for 38% of the world’s carbon emissions. The Paris agreement’s goal is to hold global warming below 2 degrees Celsius (3.6 Fahrenheit).
